WP7 is co-coordinated by City of Helsinki and Berlin Senate Department for Urban Development. The aim of WP7 is to develop joint conclusions and policy recommendations concerning the infrastructural, spatial and institutional environment of Rail Baltica. It links the achievements of the research WPs 3-4 and Pilot WPs 5-6 with the outcomes of a continuous dialogue process with key stakeholders - the Rail Baltica Transport Forum. As result joint standpoints of the cities and regions shall be formulated regarding their views and future actions to support the economic growth potential in the context of Rail Baltica. WP7 brings together Project Partners and stakeholders whose contribution is largely needed in decision-making and policy implementation. Main focus is on the infrastructural, spatial and institutional environment of the Rail Baltica, taking the railway line and its potential effects for sustainable development as starting point for local and regional strategies. Guiding principles are the support of railways as an eco-friendly mean of transport and the strengthening of the integration and cooperation in the Eastern Baltic Sea Region. Additionally, the access to peripheral areas shall be improved.

Integration to other Work Packages

The rationale of WP7 lies under the fact that it combines the work of all other substance-related WPs – both research WPs 3-4 and Pilot WPs 5-6. The rail infrastructure itself will be treated as significant factor for joint development. WP 7 activities aim at lobbying for the improvement of the rail infrastructure and the interconnectivity and interoperability along the Rail Baltica. However, it is not intended to pre-shape any technical solutions or to define any technical standards regarding the rail infrastructure, as these questions fall under the responsibility of the transport ministries and the national railway policies. Instead, WP7 activities focus on offering platform for joint developing efforts concerning Rail Baltica.
