Rail Baltica is one of the TEN-T Priority Projects (No. 27) established to concentrate on pan-European integration and development. It is considered as a strategic and sustainable rail project linking Finland, Estonia, Latvia, Lithuania and Poland to the rest of the EU. Mr. Pavel Telička has represented Rail Baltica as the European Priority Project Coordinator since 2005.  

Building on this work the development of the trans-European transport network Rail Baltica received considerable new impetus, as the Ministries of Poland, Lithuania, Latvia, Estonia and Finland signed the ‘Rail Baltica’ Memorandum of Understanding (MoU) at the TEN-T Days in Zaragoza in June 2010. RBGC, initiated by the Baltic Metropoles is identified in the MoU as a development strategy that brings major cities into closer collaboration. Through MoU the countries commit themselves to support the overall development of Rail Baltica. The countries recognize the importance of intermodality and interoperability of transport network and Rail Baltica as a means to better connect the countries to the internal market of the EU.

In April 2010 the Transport Ministries of the three Baltic States initiated a Feasibility Study for the European gauge Rail Baltica from Tallinn to the border of Lithuania and Poland. The Contractor of the study, AECOM Ltd. identified and surveyed a number of options and recommended the shortest and fastest route option for detailed analysis. The Study was finalized in mid-2011.

The Rail Baltica Growth Corridor is part of a Flagship Project within the EU Strategy for the Baltic Sea Region (EUSBR).
