City of Helsinki is the Lead Partner of the Rail Baltica Growth Corridor and responsible for the overall implementation of the project.

Aalto University Small Business Center is responsible for the project management and financial administration.

Day-to-day project coordination is carried out by Core Management Team, which ensures effective co-ordination of RBGC, develops communication tools and organizes regular face-to-face meetings:

General Management Team (GMT), the highest decision-making body of the project, steers the project, monitors and evaluates its implementation. It constists of representatives of each project partner. GMT is coordinated and led by the City of Helsinki and consists of the Champions as members who have mandate from the legal representative of the organization for decision-making and voting in the project-related matters. Partners may invite external experts to support the work of GMT, but without voting power.

Central support group consists of Rail Baltica Transport Forum Steering Group Members of each project partner country. Members use their political influence in network building for RBGC. As high-profile actors they have together with Associate Organizations a major role in  Activity 7 — Rail Baltica Growth Strategy
