The kick-off of Rail Baltica Growth Corridor project was held in Helsinki, Finland, on June 9, 2011. Vice-President of the European Commission, Siim Kallas visited the RBGC kick-off as the honorable keynote speaker. The welcoming words were given by Mayor Jussi Pajunen, followed by Head of Senate Department Friedmann Kunst's overview and speech of the Berlin transport policy and interest in Rail Baltica, and Deputy Chairman Alexander Lvov's summary of transport political priorities in St. Petersburg. Director of JSC Lithuanian Railways Antanas Zenonas Kaminskas brought a transport operator's view towards Rail Baltica. Deputy Mayor Hannu Penttilä gave insight into how the Rail Baltica Growth Corridor project aims to contribute to the positive development of Rail Baltica. Photographer and artist Mikko Itälahti presented his travel report and photo gallery of his trip from Berlin to Helsinki by train. Dr Jürgen Murach from Senate Department for Urban Development in Berlin gave a historic summary of the development of the railway connections in the Rail Baltica region from early 1900's to 2000's.

The agenda of the RBGC kick-off consisted of two panel discussions; one the  Baltic Sea Region Transport policies in the Rail Baltica framework and the other on business sector's perspectives. The panels consisted of the following participants:
